- Past Times for Children: Rural Free Delivery - Carroll County is very lucky to be able to claim that we were the first rural free delivery of mail in the United States. Children will meet Owney, the mail dog, and through him, learn about rural free mail. They will create their own mail bag to take home to continue their 1800s adventure.
